Born in 1969, Hairul holds a Bachelor Science (Hons.) in Information Studies majoring in Information Systems Management and a Masters in Knowledge Management from Universiti Teknologi MARA, Malaysia, also holds a certificate from the Association of Chartered Certified Accountants, U.K.
Hairul started his professional stints in the Financial world as an Account Keeper, then experienced through becoming a finance manager and ending the financial stints as an auditor. From a small manufacturing company and ended with a Financial and Auditing corporation, bearing experience from the world of numbers towards the education segment, started with a content writer and way through to work with many teams for development of new researches and education developments. Thus, experienced in the development of Electronic Learning, Mobile Learning, Courseware, Instructional Design, Knowledge Management and Project Management with the Ministry of Education Malaysia (National Transformation towards Digital Learning), Petronas (Development of Electronic Learning and K-Workers), UNITAR (Development of the first in Asia Virtual University), and others such as the Department of Skills Development of Ministry of Human Resource Malaysia, Department of Digital Learning of Royal Malaysian Air Force, Dewan Bahasa dan Pustaka (The Malay for Institute of language and Literature), Maktab Teknik Bakri of Polis DiRaja Malaysia (Royal Malaysia Police), RAPID KL of Syarikat Prasarana Berhad Negara (National Infrastructure Company Limited), Curriculum Development Division of Ministry of Education Malaysia, Telekom Smart School Projects of Telekom Malaysia, Lembaga Penduduk dand Pembagunan Keluarga Negara (National Population and Family Development Board), Majlis Amanah Rakyat (MARA) of Ministry of Rural and Regional Development Malaysia.
